
Overview
The FLS 2024-2025 Scholarships, funded by the Government of Canada, support bilingualism through the Action Plan for Official Languages 2018-2023: Investing in Our Future. This program aims to increase the national bilingualism rate to 20% by 2036, with a focus on raising the bilingualism rate among Anglophones outside Quebec.
Launched in 2019, the program offers scholarships to Anglophone students pursuing postsecondary studies in French. Each scholarship, valued at $3,000, provides financial support for students studying in their second official language.
At the University of Regina, La Cité universitaire francophone administers these scholarships in partnership with the Association des collèges et universités de la francophonie canadienne (ACUFC) to help foster a more linguistically diverse Canada.

Eligibility Criteria
To be eligible, applicants must:
- Be Canadian citizens or permanent residents.
- Have English as their first official language.
- Have completed high/secondary school:
- In Canada, in an English-language institution (French immersion or core French).
- Or outside Canada, in a country that is not a member of the Organisation internationale de la francophonie (OIF), and whose official language is not French.
- Be enrolled full time in a postsecondary program in French at the University of Regina.
- Take at least 50% of their courses and activities (internships, community projects, etc.) in French.
Additional Considerations: Preference is given to students who:
- Face financial challenges that limit access to postsecondary education.
- Are the first in their family to pursue postsecondary education.
- Belong to underrepresented or disadvantaged groups.
Applicants can self-declare eligibility for these additional criteria. The FLS scholarship is non-renewable. A student can only receive it once, even if they change program, level, or cycle of studies.
